Position Description
The Budget Analyst will partner with various departments to create annual overhead budgets for various support departments (Front Office, RAND Research and Analysis, Global Research Talent, International Programs, Emerging Technologies), track/manage actual spending throughout the year, perform variance analyses and develop related reporting for management.

The selected individual will:
  • Create preliminary financial models/analysis based on information from internal and external sources.
  • Create/update project budgets in Clarity and conduct data management and analysis from other RAND applications (e.g., Oasis, OPT).
  • Develop, maintain, audit and review various data sets; identify inconsistencies and prepare recommendations based on data summaries, trending, etc.
  • Apply knowledge of government regulations and internal policies as needed to financial and other processes.
  • Other various analyses and other duties as required.

Qualifications
  • Financial planning and/or accounting related experience.
  • Advanced/Expert ability in Excel.
  • Familiar with data query tools (i.e. Business Objects, Crystal Reporting, etc.)
  • Solid verbal, written, and presentation skills.
  • Thorough knowledge of PC usage and Microsoft Office.
  • General knowledge of government accounting and government regulations related to functional area (desired but not required).

Education Requirements
Bachelor's degree required, preferably in a business or related field.  MBA or CPA desired, but not required.

Requires 3-5 years related experience
